On July 23, 2025, Mr. Lin Hua’an, Executive Vice President of the China–Papua New Guinea Friendship Association, was formally conferred the title of Officer of the Order of the British Empire (OBE) at Windsor Castle, United Kingdom. The honour acknowledges his outstanding contributions to strengthening relations between China and Papua New Guinea and advancing multilateral people-to-people diplomacy.
The OBE was personally presented by Princess Anne, the Princess Royal, in a solemn and elegant ceremony that symbolized the high regard in which Mr. Lin’s years of tireless efforts are held within the Commonwealth.
Mr. Lin Hua’an has been one of the most active figures in recent years in fostering China–South Pacific relations. He has long been committed to promoting economic, cultural, and humanitarian exchanges between China and Papua New Guinea. Amid shifting global political and economic dynamics, he has advocated for a diplomatic approach centered on “people-to-people friendship first and mutually beneficial cooperation as the foundation.”
Following the ceremony, Mr. Lin stated, “This medal does not belong to me alone—it is shared with all those who have worked diligently to build China–Papua New Guinea friendship. It is an honour, but also a responsibility—a reminder for me to continue serving as a bridge that fosters trust and collaboration.”
It is worth noting that Mr. Lin’s receipt of the OBE not only reflects his influence as a practitioner of citizen diplomacy, but also signals renewed attention to the potential for China–PNG cooperation within the UK and the wider Commonwealth. In an era of increasingly active multilateral diplomacy, this award may serve as a meaningful indicator of deeper engagement between China and Papua New Guinea.

The Most Excellent Order of the British Empire was established in 1917 and is awarded to individuals who have made significant contributions to the United Kingdom and the Commonwealth. The Officer rank (OBE) is one of the higher distinctions within the order, typically bestowed on individuals with exceptional achievements in international affairs, community development, and intercultural cooperation.
Mr. Lin Hua’an’s decoration marks another significant recognition of the global contributions of the Chinese diaspora within the Commonwealth honours system. It not only elevates the international image of grassroots China–PNG cooperation, but also inspires more overseas Chinese to actively participate in global governance and contribute their insights and capabilities to the world.
