As of June 2, 2025, Papua New Guinea’s Road Traffic Authority (RTA) has officially assumed responsibility for motor vehicle registration and driver licensing in the National Capital District (NCD), marking the implementation of a landmark transportation management reform.
This reform, initiated by the Marape-Rosso government, aims to fully implement the Road Traffic Act 2014 and the Motor Vehicles (Third Party Insurance) Act 1974. It also seeks to clarify institutional responsibilities and improve service efficiency.
Acting CEO of RTA, Mr. John Avira, stated that this transfer of responsibilities will provide drivers with clearer and more accessible service channels, with plans for nationwide rollout.
“We all want drivers to know exactly where to go for the services they need, so they can more easily comply with the law,” said Avira, who also extended gratitude to the Motor Vehicle Insurance Limited (MVIL) for its service since 1996.
Under the new arrangement, RTA is now the sole authority responsible for:
- New and renewed vehicle registrations
- Issuance of license plates
- Registration of changes in vehicle ownership, color, engine, or chassis
- Issuance of operating licenses for all vehicle types, including PMVs and taxis
- First-time issuance, upgrades, renewals, and replacements of driver’s licenses
- Provision of driver handbooks and personalized plates
It is important to note that all currently valid driver’s licenses and vehicle registration certificates issued by MVIL will remain valid until their expiry, at which point renewals must be processed through RTA.
Although RTA now oversees these administrative functions, all vehicles must still first obtain compulsory third-party insurance from MVIL. However, the insurance only becomes valid after the vehicle has been successfully registered.
This reform is currently being implemented in the capital as a pilot. MVIL will continue providing registration and licensing services in other provinces, except those where RTA functions have already been internalized—namely Morobe, Milne Bay, and West New Britain.
